Chapleau Council Approves Purchase Orders, Orders RFP for New Loader

Some important work has been approved by Chapleau Council - along with plans to look for a new loader.
During last night's meeting, Council approved a nearly $12,000 purchase order for water and waste water distribution system components - as included in the operating budget - along with a nearly $7900 purchase order for repairs to the loader, to be funded by reallocations from the operating budget and reserve fund contributions.
Mayor Michael Levesque notes Council has also directed the CAO to issue a request for proposals for a rubber-tired loader.

Mayor Levesque calls it a "rather substantial purchase" of about $400,000, which would need to be approved by Council in the coming months.

Draw Nears for NALC Literacy Lottery

Wawa's Adult Learning Centre is reminding time's almost up to get tickets for a special fundraiser.
North Algoma Literacy Coalition Executive Director Pat Dube explains they're selling tickets for a "literacy lottery".

Dube notes there are three prizes: third prize is $500 in President's Choice gift cards; second is $750 in PC gift cards; and the top prize is $1250 in PC gift cards.
Tickets are available at the NALC office - the draw will be made at 10 am Wednesday.

Chapleau MNRF Staff Thank Community for Successful Food Drive

Chapleau's Ministry of Natural Resources and Forestry staff are thanking the community for supporting their annual food drive.
Thursday's event at the Chapleau Valu-Mart was able to raise over 900 food items and more than $850, which was donated to the Chapleau Pentecostal Church.
They particularly highlight the support of Rick Smith at Miss Muggins for donating food and beverages.

Wawa Lions Club Set to Draw Winner in "Christmas Cheer" 50/50 Draw

Wawa's Lions Club will spread some "Christmas Cheer" to a lucky supporter later today.
The local club is selling tickets for a holiday-themed 50/50 draw, and President Brenda Ouellette notes funds raised will help the community.

Oullette notes - if tickets sell out in time - the maximum possible payout is $2500.
The draw will be held at 5 o'clock tonight.

Santa Claus Coming to Wawa for Festival of Lights

Santa Claus is coming to Wawa - and helping kick off a holiday tradition.
Community Services and Tourism Director Alex Patterson reminds the "Festival of Lights" Santa Claus Parade will be held tonight.

Patterson notes the parade will lead to some events, as well.

This also marks the start of the Christmas Decoration Contest, as Christmas Light Tours will be held after the parade - this year's voting will be done through an online survey, though paper copies will also be available.
There are three decoration categories.
Participants are asked to turn on Christmas lights from 6 pm to 9 pm every night to December 25th, with votes to be tallied after that.

Wawa Firefighters Holding Food Drive Supporting Hampers

Wawa's firefighters will be out in the community this weekend, to raise support for an annual tradition helping the needy in the community: the Christmas hampers.
Wawa Volunteer Fire Department Captain Craig Spooner explains the firefighters are holding their annual Hamper Holiday Food Drive.

Also expected to include staff from St. Joseph French Immersion School and the Wawa Mustangs hockey team, the firefighters' food drive runs from 10 am to 1 pm Sunday.

SIU Invokes Mandate Over White River Domestic Dispute Arrest

Ontario's Special Investigations Unit is invoking its mandate over a White River domestic dispute.
Superior East Ontario Provincial Police say they responded to the dispute around 8:30 pm Tuesday night, with the Emergency Response Team and Canine Unit also attending to assist, leading to the arrest of an accused person around 12:30 Wednesday afternoon, though OPP note the accused sustained injuries during the police "interaction".
That's prompted the SIU to invoke its mandate, which includes investigating interactions with police that result in a death or serious injury.
OPP aren't commenting any further, as the SIU investigates.
It's the second time the SIU's invoked its mandate in a Superior East OPP case in the last two weeks.
The SIU's also looking into an incident late last month: two suspects in a White River gas theft were seen on a snowmobile in Wawa, which was later involved in a collision on Mission Road - one of the riders, a 29-year-old man, was taken to hospital for treatment of a serious injury, while the other fled the scene.
The SIU urges anyone with information about that to contact the lead investigator at 1-800-787-8529, and - if you have video evidence - upload it through the SIU website.

Municipality of Wawa Holding Dual Information Session

Wawa residents are being invited to a public information session on two major topics this afternoon.
One of the topics of the Municipality of Wawa event is the proposal to switch to water meter-based billing next year, and CAO/Treasurer Maury O'Neill says this is a chance to explain the rationale behind that - and to provide more information to residents.

O'Neill notes engineers will also be able to speak about the $3-million "Connecting Link" project, which involves repaving and resurfacing of Mission Road from Chris Simon Drive to Main Street, and Main Street to Gladstone Avenue.

Also proposed as part of the project are controlled pedestrian crossings - with solar-powered, push-button activated signals - on Mission Road at Winston Road and at Magpie Road.
The public information session runs from 3 pm to 7 pm this afternoon, at the Michipicoten Memorial Community Centre.

Chapleau MNRF Staff Holding Food Drive

Ministry of Natural Resources and Forestry staff in Chapleau are giving back to the community today with a food drive.
Conservation officers and other staff will be set up outside the Chapleau Valu-Mart for the annual event, which will collect non-perishable food items or monetary donations, to be donated to the local Pentecostal Church.
The food drive runs from 9 this morning until 2 o'clock this afternoon.

Registration Deadline for Wawa Decoration Contest

Wawa's being encouraged to decorate for the holiday season for the upcoming Festival of Lights - and to sign up today to compete in the Christmas Decoration Contest.
Isabeau Allard of the Wawa EDC explains organizers have changed things slightly from last year's decoration contest, expanding to three categories.

Allard notes you can register through the municipal website or at Town Hall until noon today, since the contest starts tomorrow night, as the Santa Claus Parade will be followed by Christmas light tours, among other events.

New Procedural By-Law Adopted by Wawa Council

Wawa Municipal Council's approved an update to the municipality's procedural by-law.
The revised by-law was passed during last night's Corporate Planning Committee meeting, months after it was initially brought to Council with the warning that the previous by-law was "outdated", having last been reviewed in 2011, so it didn't include changes made to Ontario's Municipal Act in 2017.
Those changes are now in the by-law, including setting Council's "inaugural meeting" as the first Monday after November 15th, rather than early December, though the by-law maintains the current meeting schedule of the first and third Tuesday of the month, except for certain months - and it requires at least 24 hours notice for a special meeting, which must be called for specific business - and no revisions could be made to that agenda after notice is given.
Under the updated by-law, Council members can participate in meetings "electronically", though each member is limited to four times per calendar year, and councillors attending electronically don't count toward the required "quorum" for a meeting, so three members still need to be there physically, with those wanting to attend electronically given approval on a "first come, first served" basis.
Councillors attending electronically are not be able to participate in a closed meeting.
The revised by-law also calls for Council to review it annually, though it includes a process for early review, too.

Local NDP MP Remains Parliamentary Assistant Deputy Speaker

Local New Democrat Carol Hughes is keeping a special role in the House of Commons.
While the Algoma-Manitoulin-Kapuskasing MP's bid to become Speaker was unsuccessful - with fellow Northerner, Liberal Anthony Rota of Nipissing-Timiskaming, elected instead - Hughes has been re-appointed as an Assistant Deputy Speaker and Chair of the Committee of the Whole, roles she held in the previous Parliamentary terms.
Speaking with JJAM FM News after last week's Speaker election, Hughes admitted her bid was a long shot, but called Rota a good choice and noted she was keeping her fingers crossed in the hope she'd be an Assistant Deputy Speaker again.

Hughes emphasized that she's had a good working relationship with Rota, who was also an Assistant Deputy Speaker last term.

Wawa Council Extends Limited Predator Control Hunt Agreement

Wawa's limited predator control hunt will continue for another year.
While the hunt agreement was set to expire at the end of 2019, Wawa Municipal Council's approved a resolution extending it until March 31st, 2020 and from November 16th, 2020 to December 31st, 2020.
Under the agreement, a specified group of ten hunters are allowed to discharge shotguns or rifles discharging rimfire cartridges or straight walled pistol cartridges to deal with nuisance coyotes and wolves - without the use of baits or other organic attractants, and following all pertinent hunting and firearm legislation.
The hunt's restricted to the golf course and the snow dump at the end of Tamarack from half an hour before sunrise until 9:30 each morning.

Wawa Council Approves Ice Rental Rate Increases & New Availability Policy

Wawa Municipal Council's approved some important changes to policies on ice availability and increased ice user fees - though not until next ice season.
In their regular meeting last night, Council agreed to increase ice rental rates to $65 an hour for youth - or $55 an hour for a youth tournament - with youth passes for pickup hockey available for $5.75, while adults would pay $120 an hour for ice, $82.50 an hour for tournament ice, and $8.85 for a pickup pass.
Those rates won't apply until May 1st, 2020, which is after the current ice season, but far ahead of next season.
Council also approved a recommended change to the ice season - though it might not seem too different for users.
While initial proposals would have had the season start around Thanksgiving, that was revised last month - following response from user groups - and CAO/Treasurer Maury O'Neill says the municipality decided on an earlier start date.

The revised recommendation from staff had set the end of the season as the third Sunday of March, but Council ended up approving an amendment tabled by Councillor Pat Tait during last night's meeting, which directs staff to remove the arena ice on the Monday following the combined Adult Hockey Tournament - the Old Timers Hockey Tournament - and Adult Curling Bonspiel - the Ladies' Curling Bonspiel.
While the combined tournaments are usually held the last weekend of March, the new policy does direct staff to wait until the first Monday after the tournament even if the weekend extends into April, or if the tournament's delayed to the first weekend of April due to the Easter Holiday.
If no tournament's scheduled, then the ice will be removed the Monday after the March Break.

Local French Catholic School Board Elects President & Vice-President

The local French catholic school board's confirmed its top board members - including a local name.
Conseil scolaire catholique du Nouvelon says trustees have re-elected Andre Bidal as President - the Greater Sudbury trustee's held the role for the last six years.
He'll be joined by local trustee Roger Lemoyne - who has represented Dubreuilville and Hornepayne for several years - as Lemoyne's been re-elected Vice-President, a role he's held for the last year.
They'll serve in the roles until next December.

Wawa Firefighters Getting New Tanker - Eventually

Wawa Municipal Council's approved the purchase of a new tanker fire apparatus for the local fire department.
Fire Chief Kevin Sabourin recommended the purchase, noting that two bids were received, but one had to be rejected because the vehicle was taller than specified - that would make it too tall to fit within the current fire hall.
The one remaining tender was from Carrier Centers Emergency, for a new 5-seat cab tanker fire apparatus at a cost of $503,292.61 - more than $100,000 above the $400,000 budget approved by Council, with the overage to be covered by the Municipality's General Capital Reserve.
This comes nearly two months after Council directed Sabourin to issue a second tender request, as the first attempt also received only one eligible bid, for $715,000 - $300,000 above the budgeted amount.
Sabourin says the new tanker isn't expected for over 400 days, and when asked if the current tanker would last that long, Sabourin wasn't able to say, having warned it is in poor condition and could cease to be "roadworthy" any day, though he did note that it worked last weekend and "that was the important thing".

Wawa Council Holding Final Meetings of 2019

Wawa Municipal Council has a busy night ahead, with back-to-back meetings.
First up is a Corporate Planning Commitee meeting, which will include a report from Fire Chief Kevin Sabourin on a tanker fire apparatus, another report on federal dock removal, and a road agreement with NextBridge, which is building the East-West tie transmission line.
The committee meeting will be followed by a regular meeting of Council, with items including resolutions following on the reports about the tanker fire apparatus and federal dock removal, as well as 2020 budget timelines, 2020 ice user fees, and a revised procedural by-law, which covers when and how meetings are held.
Council will also consider a resolution authorizing discharge of firearms for predator control - Council's previously agreed to a "limited predator control hunt" involving a specified group of hunters using shotguns or rifles discharging rimfire cartridges or straight walled pistol cartridges to deal with nuisance coyotes and wolves, though they're restricted to the golf course and the snow dump at the end of Tamarack from half an hour before sunrise until 9:30 each morning - that agreement is set to expire at the end of the year.
Both of tonight's meetings are open to the public, starting at 6:30 pm in Council Chambers.

Drug Bust During Wawa-Area Festive RIDE Check

Several drug-related charges have been laid after a major drug seizure at a Festive RIDE checkpoint near Wawa.
Superior East Ontario Provincial Police say they were conducting the Festive RIDE check on Highway 17 in Bailloquet Township - just north of town - around 9:45 Saturday night when officers observed a rear passenger of a northbound vehicle was not wearing a seatbelt.
The officers directed the driver to pull off the roadway, then continued their investigation - according to police, the unbuckled passenger provided personal information that was found to be false, leading to their arrest and a subsequent search of the vehicle.
That search uncovered nearly 2000 grams of suspected cocaine, over 400 grams of suspected crystal methamphetamine, 125 grams of suspected fentanyl, and 29 grams of suspected crack cocaine.
Charged is a 22-year-old Brampton resident with three counts of possession of a schedule I substance for the purpose of trafficking - opioid, cocaine, and other drugs - as well as a count of obstruct peace officer, while a 34-year-old Brampton resident's facing a charge of possession of a schedule I substance - cocaine - for the purpose of trafficking.
Both were released from custody with a court date in Wawa in early January.
